VCFI Monthly Leadership Status Report (To be submitted by the end of each month by all VCFI ministry leaders and support staff)
Leadership Structure
The Pastors of Victory Christian Fellowship International are Marvin and Angie Barham. The church government of VCFI consist of the Senior Pastors, four Ruling Elders, and the remaining Elders being Active Elders assigned over specific areas of ministry and responsibility within the church body. Servings under the authority of the Elders are Deacons assigned to specific areas of responsibility and the various Ministry Department Leaders and Ushers. Serving under these are those in the role of supportive ministry and ministry staff. In addition to the aforementioned leadership structure there are those who are Honorary Leaders (retired or non-active ministers, elders, and deacons, etc.). Therefore, the Chain of Command is as follows: God, Senior Pastor, Remote Pastors, Ruling Elders, Elders, Deacons, Ministry Heads, Staff, and Members. If a member has an administrative or ministry problem, question, conflict, or suggestion, it is to be submitted upward through the Chain of Command for resolution before usurping authority.
Honorary Leaders are those who are senior ministers of VCFI such as those who have retired from ministry or have moved into the area of counsel for the advancement of upcoming generations.
•FULL-TIME STAFF: Those who are on paid salary or hourly full-time staff. PART-TIME STAFF: Those who are paid part-time salary or hourly wages.
•ASSOCIATE STAFF: Those who are on contribution supportive staff.
•VOLUNTEER STAFF: Ministry Council Support Staff. Pure volunteer staff.
•INTERN STAFF: Students of the Master’s Commission and other discipling ministry venues.
•FIVE-FOLD MINISTRY: Those who have been identified by the Pastor and Eldership as having met the qualifications, standards, and proven to have the giftings and calling to hold the hold office of the Apostle, Prophet, Teacher, Pastor, or Evangelist.
•SENIOR PASTOR: One of the Five-Fold ministry offices of the church. The Senior Pastor is the lead governing shepherd of God’s people.
•ASSOCIATE PASTORS or ELDERS: Those who have been appointed by the pastoral leadership and ruling elders to oversee leadership responsibility governing assigned areas of ministries in the church.
•RULING ELDERS: Those who have been appointed by the pastoral leadership as governing subordinate eldership.
•HONORARY LEADERS: Those who have served faithfully as Pastoral Leadership or Eldership to the point of retirement and continue to serve as ambassadors and advisory support.
•MINISTRY OF HELPS: Those who serve on as needed basis and in support of special events and activities. Those who take initiative in servant hood in any capacity that aides in the function of the church and its ministries.
•DEACONS: Those who have been appointed by the Eldership to assist in the oversight, implementation, and administration of ministries and ministry needs of the church.
•LIFE TEAM LEADER: Those who have completed requirements, met expectations, and been appointed by the pastoral leadership to oversee LIFE Discipleship Groups. LIFE Team leaders develop subordinate leaders for service in all ministry areas of the church.
•CORE LEADERSHIP: Pastoral Staff, Eldership, and those holding Office of the Five-Fold Ministry.
Becoming a Leader
No one is born a leader. We often hear this term when what is actually meant is that many are born with the potential or certain leadership qualities and characteristics. However, unless one is innately born with the encompassing Wisdom of God, he or she has a lot to learn about leading people and serving in the Kingdom. The prophet Samuel anointed even young David because God foreknew and the prophet recognized the leadership potential in him. But he was not made King until he completed God’s school of brokenness. There can be no absolute timeline and process for promotion and appointment in the Kingdom of God. However, as men and women responsible for the stewardship of His Kingdom and the responsibility to disciple and raise up leaders we must do just that. First and foremost one must be divinely recognized to have the call to higher levels of leadership. He or she must keep in mind that the greatest is the least and the least the greatest. The higher the level of leadership, the greater the call to servanthood to the people of God and to God Himself. Higher levels of responsibility and accountability come with the territory. In God’s Kingdom anyone and everyone who serves in the House of the Lord is in some form of leadership and are all called to the highest level of accountability and stewardship. We must also understand that it requires each of us at different levels utilizing together the diverse gifts and abilities as a team to accomplish each and every responsibility within God’s church and no one responsibility is greater or less significant than another.
Volunteer Leadership Staff Qualifications:
- •Is a member of Victory Christian Fellowship International.
- •Completed application, confidential reference and self-evaluation.
- •Completed an interview with the Pastor, Ministry Leader, and/or Eldership.
- •Served (6) six months in applied servant leadership training to include but not limited to: Janitorial service, Facility Maintenance, Grounds Maintenance, Additional responsibilities as assigned by the appointed ministry leader of the ministry area for which applied.
- •Complete 1 year probationary period.
- •Faithful to church service, events, and meeting attendance.
- •Be punctual.
- •Follow through and complete tasks and responsibilities as assigned.
- •Maintain a positive, kingdom attitude and perspective in thinking, behavior and speech.
- •Maintain Godly Character and conduct becoming of a Christian Ambassador.
- •Completed Victory Foundations 101, 102, 103, and Leadership Intensive.
- •Works and communicates well with others.
- •Demonstrates wisdom and good judgment in dealing with conflict.
- •Saved, spirit filled and water baptized (Acts 2:38)
- •Understands and accepts the five points of Covenant Theology (Deut. 29:9): Transcendence, Hierarchy, Ethics, Continuity, Sanctions
- •Regular Participation in Sunday morning service (Hebrews 10:25)
- •Understands and accepts the biblical command of tithes and offerings (Malachi 4:8-10)
- •Understands and embraces the vision of the church (Habakkuk 2:2)
- •Understands and embraces divine placement (I Corinthians 12:18)
- •Understands and embraces biblical standards of self-government in relationship to holiness and righteous conduct. (Romans 12:1-2)
- •Belonging: Covering of the Spiritual Family
- •Participation in LIFE Groups.
- •Regular participation in church life for at least one year.
- •Believing that maturity is an ongoing process, a citizen (Eph. 2:19) is one who has qualified his citizenship through:
- •Embracing all qualification of congregational membership.
- •Cultivates a daily intimate relationship to Christ (Phil. 3:10).
- •Manifests a heart of submission to the Lord, to those in authority and to each other, (Eph. 5:21, Heb. 3:17 and James 4:7).
- •Committed to transformation (Rom. 12:2, II Cor. 3:18).
- •Carries a heart to advance the Kingdom and further the vision of the church (Mt. 11:12 and Heb 2:2).
- •Receives correction and adjustment without defensiveness. (Ps. 141:5)
- •Is actively involved in reproducing the talents and callings given to them through relationship, discipleship and accountability. (Matt. 25:14-30, II Tim. 2:2)
- •Committed to being self-governing, self revealing, self-initiating, and self-evaluating (II Cor. 13:5).
1. The following establishes additional criteria and requirements for members of Victory Fellowship who desire to participate in areas of increased responsibility in ministry. The criteria and requirements set forth are applicable to anyone applying for any form of leadership responsibility within VCFI mjinistries. These criteria are in addition to those set forth in the By-laws and those criteria set forth in Qualifiers for Core Leadership in "Becoming a Member" of this manual. All applications are for consideration and are not final. This criteria does not apply to temporary supportive ministry service or occasional assistance which will be left to the discretion of the Ministry Leader unless otherwise addressed by the Pastor. This process is not all-inclusive for those considered for future pastoral or elder leadership. Consideration for pastoral or elder leadership must foremost come by recommendation and appointment of existing senior leadership.
2. The following criteria and requirements apply:
a. Must be a member of Victory Christian Fellowship International.
b. Must pay tithe faithfully.
c. Must have completed Foundations 101, 102, and Team Ministry.
d. Must have completed Biblical Principles of Leadership and Spiritual Gifts Courses.
e. Must have completed application, confidential reference and self-evaluation.
f. Must have completed an interview with the Pastor, Ministry Leader, and possibly the Eldership.
g. Must operate as a husband and wife team (unless single).
h. Must serve (6) six months in applied servant leadership training to include but not limited to:
-- Janitorial service
-- Facility Maintenance
-- Grounds Maintenance
-- Additional responsibilities as assigned by the appointed ministry leader of the ministry area for which applied.
i. Meet criteria set forth in I & II Timothy and Ephesians for leadership.
j. Complete 1 year probationary period.
k. Maintain 90% church service, events, and meeting attendance rate.
l. Be punctual.
m. Follow through and complete tasks and responsibilities as assigned.
n. Maintain a positive, kingdom attitude and perspective in thinking, behavior and speech.
o. Maintain Godly Character and conduct becoming of a Christian Ambassador.
3. All leadership positions within VCFI Ministries must receive final approval of the Pastor(s) and Elders of VCFI (Home base and applicable geographical Fellowship) based on the recommendation of the ministry area leader. Completion of all criteria do not constitute acceptance. Periodic evaluations and reviews will be conducted between the applicant and the Ministry Leader.

Qualifies for Core Leadership.
(Note: Core Leadership is inclusive of all spheres, not just within the church. Those who qualify for the core leadership would be those who serve in staff positions, home group leaders, ministry councils, church planters, missions, etc.)

- Complete the Application of Identification process.
- Be introduced to the Congregation.

- Embracing all qualification of congregational membership.
